Summary

Margret Hanley is a Founding Principal of Sleeman Hanley & DiNitto, Inc. and is responsible for the management of facility closure, remediation management, and the disposition of environmentally impaired properties. Ms Hanley's expertise is in the integration of environmental assessment and remediation and the redevelopment of industrial properties, including those that have affected public water supplies.

Ms Hanley is a Licensed Site Professional (LSP) authorized to manage waste site‑clean‑up activities in the Commonwealth of Massachusetts, and has 20 years of experience providing strategic environmental management services to industrial clients, including the development of environmental response costs and schedules for SEC reporting, the development and implementation of annual operating budgets and management systems, and the negotiation of remediation programs and schedules with state and Federal Agencies. She has extensive experience on litigation sensitive projects, and is frequently invited to speak on issues related to the impact of environmental regulation on real estate development and risk management. Ms. Hanley was previously Corporate Vice President of GEI Consultants Inc, a nationally recognized consulting and engineering firm specializing in Environmental and Geotechnical Engineering and Water Resources. During her 16 year tenure at GEI, Ms Hanley managed division, branch, and corporate programs from offices located in Chicago Illinois and Boston, Massachusetts, and served on the Board of Directors.

bulletMCP/Solid Waste Closure at Future Development Site, Bethlehem Steel Corp. Project Manager and LSP of Record for MCP Response Actions and Closure of former off‑site disposal facility for solid waste generated at the Quincy Shipyard, and other sources. This Site is located within the limits of a proposed High School Development. Closure requires consideration of applicable requirements of the Massachusetts Solid Waste, wetland, and various state and federal asbestos regulations, as well as the planned future use of the site. Responsible for the management and implementation of a Public Involvement Plan (PIP) under the MCP.
bulletFacility Decommissioning/Site Assessment/Litigation Support, Philips Lighting Co. (PLC). Project Director and LSP for site assessment and remedial actions at a former PLC fluorescent and incandescent lamp manufacturing facility. Services included the acquisition of a Waiver of Approvals from state regulatory agencies, assessment, support of a claim and subsequent financial settlement against a previous owner, and the design and construction of a product recovery system and soil removal beneath portions of the facility buildings. Project also included the planning and oversight of the decontamination of over 500,000 square feet of manufacturing space. Assisted in the negotiation of purchase terms with prospective buyer, and development of appropriate land use restrictions.
bulletPreliminary Review of Re-Use Options for Former Manufacturing Facility, Joliet, Illinois. Consultant responsible for evaluation of environmental and market constraints for multi‑use development of 1100 acre manufacturing facility bordering the Des Plaines River. Included evaluation of environmental conditions at Property, regulatory status, and permitting and zoning requirements associated with the various re‑use scenarios.
bulletPreliminary Environmental Assessment, Former Wisconsin Steel Works Site, Chicago, IL. Project Manager responsible for evaluation of remedial scenarios of the former Wisconsin Steel Works site in Chicago. Work included review of USEPA, [EPA and EDA documents related to historical use of the site, remedial action performed to date, and the regulatory status. Information developed by GEI was used to evaluate the feasibility of future development of the site as an inter‑modal facility.
bulletLicensed Site Professional (LSP) of Record for the Olin Corporation, Tier IA Site in Wilmington, MA. Responsible for oversight of all MCP response actions. Participates on Site Management Team responsible for developing regulatory strategy for site, including the development of Groundwater Management Plans and the procurement of Down Gradient Property Status for impacted properties, and the development of a Contingency Plan for Monitoring and Response Action Thresholds for a municipal water supply. Responsible for obtaining State and local approvals for the redevelopment of the former facility area in accordance with the construction policy under the MCP, WPA, MEPA, ACOE, and other agencies and regulations. Responsible for the oversight of Remedial Action necessary to achieve a Response Action Outcome Statement.
bulletComprehensive Investigation/Remediation and Development Support, Armstrong World Industries, Braintree, MA. Ms. Hanley was the project manager, LSP, and client liaison for all environmental work performed at Armstrong World Industries' Braintree facility. Ms. Hanley's responsibilities include assisting Armstrong personnel in developing Long‑Term Environmental Compliance programs, permitting, OSHA Training, and the identification and characterization of potential environmental contamination problems at the site. GEI performed a Remedial Investigation/Feasibility Study at the site and limited removal actions, including buried drum removal, necessary to permit the commercial redevelopment of the facility.
bulletRemedial Investigation/Strategic Planning, Bostik Corp. Ms. Hanley was Program Manager and LSP for remedial investigation and response actions at the Bostik Middleton, Massachusetts facility between 1992 and 1996, and supervised the assessment of 12 SWMUs, Environmental and Human Health Risk Assessment and development of strategic plans for compliance with MCP. Response actions at the site include ground water recovery and treatment, vapor extraction, limited soil removal and drum removal. Site is occupied by an active manufacturing facility. Plant expansion and remedial actions are integrated. Management support services include cost estimating for SEC reporting requirements, publications, and cost‑recovery negotiations with previous property owners.
bulletStrategic Planning, Remedial Response Management and Litigation Support, Burlington, MA. Project manager and LSP of technical oversight and litigation support services to land owner and potentially responsible party at a major ground water contamination site affecting the municipal water supply of Burlington, Massachusetts. Site includes at least two separate sources of DNAPL, which are present in rock. Ms Hanley is responsible for the planning and management of all comprehensive response actions, including performance of a pump test at the municipal wells and modeling of the impact of pumping on water quality at the wells, the development of long‑term remediation strategies under the MCP, and management of a Public Participation Program.

Project manager for the comprehensive site assessment and evaluation of remedial actions at Brazonics Corp., which is situated adjacent to a Priority Disposal facility and CERCLAIS site, where DNAPL is present in rock. Based on work performed by GEI, an estimate of the relative contribution of ground water contamination to the adjacent disposal site, and a determination of No Significant Risk (NSR) was made for the Brazonics site.

Project Director for a term consultant contract to provide environmental services at MTA maintenance facilities and service areas, including the Callahan and Sumner Tunnels. GEI developed a 5‑year strategic plan for moving MTA sites through the MCP process, and has provided ongoing litigation and land taking support services.

Assisted in settlement negotiations with the plaintiff.

Quality Assurance Officer/ Program Manager for soil removal action at Cannons Engineering Corporation Superfund site in Plymouth for Responsible Parties, under consent agreement with the United States Environmental Protection Agency. Based on submittals prepared by GEI, this site was de-listed as an NPL site in 1992.

Ms Hanley was retained as an expert to assist in the defense of a claim by an entity that acquired a property formerly owned and occupied by Honeywell, Corp. in Waltham, Massachusetts. Services provided included the analysis of chemical fate and transport in ground water, modeling of releases of volatile organic compounds from hypothetical sources, the assessment of the existing ground water recovery and treatment system and the likelihood of achieving regulatory closure, evaluation of other possible contributors, and development of alternative regulatory scenarios and related cost estimates.

Kearsarge is ranked No. 335 on the U.S. EPA National Priorities List (NPL). Ms. Hanley was responsible for the negotiating and implementing of the scope of work for the RI/FS. The Kearsarge Metallurgical Corporation Remedial Investigation was performed for the responsible parties under consent agreement with the state of New Hampshire.
